It’s been three years since the last road maintenance and its past time to address this, independent of Cat Island Beach Developers, Ltd (CIBDL) for several reasons. First is the horrible condition of the road, due in large part to the six weeks of rain in September and October. Second, the recurring tidal flooding of the entrance road results in saltwater corroding of vehicles entering Pigeon Cay. Third, CIBDL is in disarray since their reorganization and they simply do not have the means, nor are they under any obligation to contribute, or assist with this needed road work. In the past we were fortunate to receive a contribution from them, however with their reorg and no real estate sales they have been reluctant to assist. With the support of the lot owners I will try again to engage CIBDL in contributing, but we cannot wait any longer on them.
The road repairs will be a lot more extensive than 3 years ago and will include improving the entrance road by placing two culverts in the front entrance and covering with fill making a very comfortable, raised roadway approximately 20 feet long. The repairs include filling all potholes, and there are a lot, with rock and gravel, then grading with a tractor and lot of on-hands man hours moving the larger rocks and placing a good curry in all low areas. Finally, a top dressing will be applied over all the repaired areas and raked out. This project will only address the severe areas between the main entrance to Pigeon Cay and the hotel site, and some spot filling further out as needed, rather than the entire roadway which is not necessary at this time and far too costly.
I would like to commence the road work starting next week as the busy season is upon us. Your prompt attention to this effort is critical to its success. The total cost to do this work is $8,800 and is broken down below for your review. Based on our last road project three years ago we need a contribution from each participating lot owner of $300. I will be handling all on-site coordination and personally guarantee the result will be a well done product. The estimated timeframe is over a two day period.
